

Here
is the FEMA flood map revision proposed in early 2006. This
map is the result of the Map Modernization Project initiated by FEMA in
recent years and was meant to update the previous obsolete 2/2/94 maps using the
latest techniques and data. The entire harbor area including the approaches
and planned development are in the most critical category, an AE floodway. This appropriately designated AE floodway prohibited residential
development in the area of the proposed Riverpark Place Development. This map
was slated for implementation in late 2006. The Master can be seen HERE

Here
is the FEMA NFIP Map effective 12/05/06. Notice the classification of critical areas of the previous map, particularly
the floodway, has reverted to the 1994 boundaries to allow construction of

We
contacted KY Div of Water for insight into why the map revision was rejected.
Their answer was that USACE had made a mistake in its compilation and based it
on a local standards that did not apply. FEMA map are based on national
standards and any discord with local regulations are irrelevant. We
believe MSD used its power as a FEMA mapping partner to deflect these
appropriate revisions to allow construction of Riverpark Place and KDOW turned a
blind eye. Since city/county merger MSD is no longer an independent agency, but
part of Metro Louisville and under the control of the current administration
that is sponsoring this development. Louisville Metro seems to have decided that
public safety should take a back seat to governmental profit.

This
appears to be about 1838. Notice the area east of the current Beargrass Creek is
empty as Van Buren (later River Road) has not made it across the "new"
creek yet.

A 1917 Map. Note Towhead Island and Willow Bar are now one and
the same. The 1884 flood seems to have wiped out the riverside development
east of Beargrass Creek.
