Wed Dec 6  2006 - Preservation Negotiations Continue

Although the preservation concerns surrounding this development have resulted in little agreement, the negotiations continue. 

 

By skillfully applying considerable political pressure, WDC and Poe Companies managed to exclude the vast majority of the mitigation measures requested by not only the consulting parties that represented community concerns, but in many cases, the Corps of Engineers themselves. Unfortunately, the role of the Corps in this process is one of mediator, not dictator. Some of the rejected requests are included below:

Retention of traditional street names. 

bullet

Investigation of the Geiger Ferry and other resources that are known to have existed in the area.

bullet

Adaptive use of the current layout of The Louisville Municipal Harbor. 

bullet

Further investigation to clarify and correct misrepresentations within the decision to exclude the Harbor from further preservation mitigation.

bullet

Retention of the Harbor in the public domain as a critical public infrastructure resource. 

bullet

Moving the development to the less sensitive area south of River Road 

bullet

Thorough proactive discovery of all cultural resources known to exist throughout the area.

bullet

Limiting the height and size of the structures to bring them in line with the concept originally proposed and approved by the Metro Council. 

bullet

Retention of the green space immediately adjacent to the Harbor as a Public Area. 

bullet

Retention of the man made harbor Island as protection for docked vessels. 

bullet

Retention of the most sensitive archaeological areas as green space. 

bullet

Inclusion of the Clifton Neighborhood as an area adversely affected.

   

 

As we have mentioned before, The Harbor was eliminated from the preservation discussion early on by what we believe was an inaccurate and biased report. Nonetheless we will continue in our efforts to encourage adaptive use of this historic facility to avoid the disastrous consequences of the design proposed by the developers.
